                 JILL M. LUCKETT NAMED SPECIAL ADVISOR TO
                      COMMISSIONER RACHELLE B. CHONG

     Jill M. Luckett has been named Special Advisor to FCC
Commissioner Rachelle B. Chong.

     Luckett served as Legislative Director to Senator Bob
Packwood (R-OR) for the past five years, acting as his principal
advisor on legislative matters, including strategy, policy
positions, priorities and initiatives.  She has managed a
legislative division of eight people and overseen all legislative
activity in this division.  She has been directly responsible for
all issues within the jurisdiction of the Senate Commerce
Committee, including communications matters.  Prior to becoming
Senator Packwood's Legislative Director, Luckett served as a
Legislative Assistant in his office for four years and as a
Legislative Correspondent for a year.

     Luckett received her B.A. magna cum laude from Bucknell
University in Lewisburg, Pennsylvania.  She, her husband and
their two sons live in Potomac, MD.
