May 23, 1994 RICHARD K. WELCH NAMED LEGAL ADVISOR TO FCC COMMISSIONER RACHELLE B. CHONG Richard K. Welch has been named Legal Advisor to FCC Commissioner Rachelle B. Chong. For the past three years, Welch has served as a staff attorney in the Administrative Law Division of the FCC's Office of General Counsel. In this capacity, he reviewed Commission agenda items for legal sufficiency and advised operating bureaus and FCC Commissioners' offices on legal issues. He has worked on a broad range of common carrier issues, as well as cable rate regulation matters. From 1988 to 1991, he served as a staff attorney in the Accounting and Audits Division of the FCC's Common Carrier Bureau. There, he dealt with issues such as the enforcement of the Commission's accounting safeguards, rate of return, jurisdictional separations, cost allocations, depreciation, and cable television pole attachment complaints. He received his J.D. magna cum laude in 1988 from Washington and Lee University School of Law in Lexington, Virginia. He received his B.S. in Business Administration in 1980 from the University of North Carolina at Chapel Hill. He, his wife and two children reside in Falls Church, VA. -FCC-
