COMMISSIONER SUSAN NESS APPOINTS MARY P. MCMANUS LEGAL ADVISOR Commissioner Susan Ness has appointed Mary P. McManus as her Legal Advisor, effective July 26, 1994. Ms. McManus will concentrate on spectrum auctions, Cable Act implementation, and international issues. Ms. McManus is currently Minority Communications Counsel for the Senate Committee on Commerce, Science and Transportation. She has advised Members of the Committee on communications policy, legislation and legislative strategy. Her areas of responsibility have included pending communications legislation proposing comprehensive reform of the Communications Act of 1934, spectrum auctions, and the 1992 Cable Act. Ms. McManus joined the Committee in 1991, after six years in private practice in the Washington office of Willkie Farr & Gallagher, specializing in communications law. She has represented telecommunications and mass media companies in connection with federal and state regulatory matters as well as acquisitions and other transactions. Prior to private practice, she was a staff attorney in the FCC's Tariff Division, where she worked on post-divestiture access tariffs. Ms. McManus received her B.A. degree in English from Trinity College in Washington, D.C. She earned her J.D., cum laude, from Georgetown University Law Center. Ms. McManus lives in Bethesda, Maryland.
