NEWS September 16, 1994 CAROL MATTEY APPOINTED DEPUTY CHIEF POLICY AND PROGRAM PLANNING DIVISION, COMMON CARRIER BUREAU Carol Mattey has been appointed Deputy Chief in the Common Carrier Bureau's Policy and Program Planning Division. Since 1989, Ms. Mattey has been a senior staff member in the Office of Policy Analysis and Development at the National Telecommunications & Information Administration. While at NTIA, Ms. Mattey was responsible for a wide variety of telecommunications issues, including competition in the long distance marketplace, crossownership rules, personal communications services, and implementation of competitive bidding. During her last year at NTIA, Ms. Mattey devoted most of her time to various activities relating to the development of the national information infrastructure, which included representing NTIA at the working group level in the Information Infrastructure Task Force and overseeing NTIA's inquiry into privacy issues associated with the information superhighway. Prior to joining NTIA, Ms. Mattey was an associate with the Washington law firm Wilmer, Cutler & Pickering. Ms. Mattey graduated from the University of Pennsylvania Law School cum laude in 1983, where she was an editor of the University of Pennsylvania Law Review. She also received a M.A. in Public Policy Analysis from the University of Pennsylvania in 1983. She received a B.A. with high distinction from the University of Virginia in 1979. Ms. Mattey is a member of the District of Columbia Bar and the Federal Communications Bar Association. - FCC -
