NEWS January 9, 1995 GARY M. LADEN NAMED CHIEF OF POLICY AND RULES DIVISION AT CABLE SERVICES BUREAU Gary M. Laden has been named Chief of the Policy and Rules Division of the Cable Services Bureau. Laden has more than 20 years experience with the federal government, mostly with the Federal Trade Commission (FTC). His most recent position (September 1993 to December 1994) was as a Visiting Fellow with the Administrative Conference of the United States (ACUS). During this fellowship, Laden worked on the implementation of the Administrative Dispute Resolution Act, as well as reinventing government issues, such as the promotion of negotiated rulemaking. Prior to the ACUS fellowship, Laden served for 11 years as an Assistant Director in the Division of Marketing Practices in the FTC's Bureau of Consumer Protection. At the same time, he was the Dispute Resolution Specialist for the FTC. At the Division of Marketing Practices, Laden supervised work on administrative litigation, investigation, rulemaking, and policy and budget development. Laden also served at the FTC as Deputy Assistant Director in the Division of Energy and Product Information. He began his career in 1972 as a staff attorney at the FTC. Laden received a B.A. from Adelphi University and a J.D. from George Washington University. He is a member of the bar in the District of Columbia. He has experience as an arbitrator for the American Arbitration Association's Panel of Commercial Arbitrators and is a past president and board member for the D.C. Chapter of the Society of Professionals in Dispute Resolution. -FCC-
