NEWSReport No. GN 95-5 GENERAL ACTION August 18, 1995 REPORT ISSUED ON MARKET CONDITIONS AND COMPETITION FOR CMRS The Commission has issued its first annual Report to Congress about the market conditions and competition for Commercial Mobile Radio Services (CMRS). The Report is the most comprehensive study ever done of mobile radio services and competition between them. The Report concludes that competition is on the rise. It notes that the CMRS industry is undergoing a major metamorphosis, driven in particular by the beginning of the licensing process for PCS, which will greatly increase competition. While profits for many CMRS carriers remain high, the advent of PCS is already influencing incumbent providers to lower prices and increase features. In addition to creating new competition, the Commission said it is removing barriers to competition among different CMRS services. CMRS is a category of services that Congress created to encompass all mobile telecommunications services that are provided for profit and make interconnected service available to the public. When Congress created CMRS, it required that the FCC submit an annual report reviewing competitive market conditions with respect to CMRS. The Report is organized into four parts: Introduction; Description of the various Mobile Radio Services; Findings; and Administrative Matters.
