NEWS October 30, 1995 REGINA KEENEY NAMED CHIEF, COMMON CARRIER BUREAU Regina M. Keeney has been named Chief of the FCC's Common Carrier Bureau. Keeney succeeds Kathleen M.H. Wallman, who is leaving the Commission to serve as Deputy Counsel to the President of the United States. Keeney joined the Commission in October 1994 and served first as Chief of the Wireless Telecommunications Task Force and then as Chief of the newly created Wireless Telecommunications Bureau. In that role, Keeney oversaw the Commission's auctions of electromagnetic spectrum and worked to develop fair rules of competition in the wireless communications market and between wireless and other telecommunications service providers. Bureau-run auctions for a variety of services have raised $9 billion to date, and licenses awarded through these auctions have been issued in record time to speed introduction of new services to the public. In addition, during the last year, the Wireless Bureau has cut by more than half the existing backlog of applications and now "guarantees" processing of major and minor applications within a limited number of days. Before joining the FCC, Keeney served as the Senior Republican Counsel for Communications to the Senate Commerce Committee. She also has served in other roles at the FCC and in private law practice. "Gina's experience as head of the Wireless Bureau and on Capitol Hill make her well suited for this post," said Chairman Reed Hundt. "She will bring to this new position both her expertise and her enthusiasm, and both will be needed in what promises to be extremely challenging months ahead." Keeney is a graduate of Georgetown University and Harvard Law School. She lives with her husband, Terence J. Keeney, and their two daughters in McLean, VA. -FCC-
