NEWSReport No. GN 95-11 GENERAL ACTION November 20, 1995 FCC GRANTS APPLICATIONS FOR REVIEW FILED BY CRYSTAL COMMUNICATIONS, INC. AND CALIFORNIA COMMUNITY TELEVISION NETWORK The FCC granted applications for review filed by Crystal Communications, Inc., and California Community Television Network on November 13, 1995. The FCC reversed the Review Board's decision to add a site availability issue against Crystal Communications, Inc. ("Crystal") and California Community Television Network ("CCTN"), two of the three remaining applicants that are competing for a construction permit for a new commercial FM station at Salinas, California. The FCC found that in its petition to enlarge, Villamil Radio, Inc. ("Villamil"), the other competing applicant, failed to comply with the requirements of section 1.229(d) of the Commission's rules and failed to demonstrate that the local land use authority had already denied or likely would deny Crystal and CCTN zoning approval. Thus, the FCC concluded that the Review Boards's decision to add the site availability issue was inconsistent with the Commission's rules and established precedent. The FCC also remanded the proceeding to the Review Board to resolve basic qualification issues that had been raised against Crystal and Villamil.
