NEWS February 8, 1996 JUDITH HARRIS STEPPING DOWN AS DIRECTOR, OFFICE OF LEGISLATIVE AND INTERGOVERNMENTAL AFFAIRS; DANIEL B. PHYTHYON TO BE NAMED SUCCESSOR Judith Harris, Director of the FCC's Office of Legislative and Intergovernmental Affairs, has announced that she is stepping down from her post as Director of the Agency's legislative office, where she has served since April 4, 1994. The Chairman has announced his intention to name as her replacement Daniel B. Phythyon, who has been serving as Associate Chief of the Common Carrier Bureau. Chairman Reed Hundt thanked Harris for her service and friendship. He noted her contributions to the agency as a whole and to his decision-making. "Judy has served the entire agency with tremendous dedication," said Hundt. "She's brilliant, indefatigable and creative. She is one of the heroes in the successful effort to pass the historic new communications law. It is due more to her efforts than anyone else's that so many of the FCC's recommended changes in law have found their way into the new statute. We will all miss her presence and participation in our decision-making, but we understand her desire to make a change after a very intense two years of service here." "It's been a great two years," said Harris, "and I feel honored to have been able to serve Chairman Hundt and the other Commissioners at this very exciting time, but with final passage of the Telecommunications Act, it is time for me to move on to new challenges. My experience at the Commission, with the Members and staff on Capitol Hill and with the Administration, has left me with a profound respect for the processes of government and the caliber of those who serve." Dan Phythyon joined the FCC in November 1994. Before joining the Common Carrier Bureau, he served as Senior Legal Advisor and as Associate Chief of the Wireless Telecommunications Bureau. Prior to joining the Commission, Phythyon served as Vice President for Congressional Liaison of the National Association of Broadcasters and Staff counsel, Senate Committee on Commerce, Science and Transportation,where he was assigned to the Communications Subcommittee. He is a member of the District of Columbia Bar and the Federal Communications Bar Association. Phythyon graduated Magna Cum Laude from Westminster College and he received his J.D. from Cornell Law School. He lives in Chevy Chase, Maryland, with his wife, Carol J.
