NEWS February 14, 1996 D'WANA SPEIGHT NAMED LEGAL ADVISOR TO WIRELESS TELECOMMUNICATIONS BUREAU CHIEF Wireless Telecommunications Bureau Chief Michele Farquhar today announced the appointment of D'wana Speight as Legal Advisor to the Chief of the Wireless Telecommunications Bureau. Speight will concentrate on policies and rules regarding the licensing of private wireless services and the use of competitive bidding procedures. In June 1994, Speight became an Attorney-Advisor in the Rules Branch of the Land Mobile and Microwave Division of the former Private Radio Bureau, where she worked on rule makings and adjudicatory matters regarding the private land mobile radio services. In October 1994, upon the creation of the Wireless Telecommunications Bureau, Speight became an Attorney-Advisor in the Legal Branch of the Commercial Wireless Division, where she worked on rule makings and adjudicatory matters concerning commercial mobile radio services. In mid- September 1995, Speight was appointed to serve as Acting Deputy Chief of the Legal Branch of the Commercial Wireless Division. Prior to joining the FCC, Speight was an associate in the communications practice of the Washington, D.C. office of Dow, Lohnes & Albertson. She specialized in the firm's mass media regulatory practice. Speight received an B.A. degree from Lafayette College, Easton, PA. She received a J.D. from the University of Virginia School of Law, where she was a Dillard Fellow. Speight is a member of the District of Columbia Bar.
