NEWS February 21, 1996 DANIEL GONZALEZ NAMED LEGAL ADVISOR TO FCC COMMISSIONER RACHELLE CHONG Daniel Gonzalez has been named Legal Advisor to Commissioner Rachelle B. Chong, effective March 1, 1996. Commissioner Chong's current legal advisor, Richard K. Welch, will continue to assist Commissioner Chong on common carrier matters through the February 29, 1996 FCC agenda meeting, and then will become Chief of the Policy and Program Planning Division, Common Carrier Bureau. Gonzalez will take over responsibility for common carrier matters for the Commissioner thereafter. For the past eight months, Gonzalez has served as legal counsel to the Chief of the Common Carrier Bureau. In this capacity, he advised the Bureau Chief on matters related to universal service, video dialtone, jurisdictional separations, the Commission's accounting rules, and a variety of tariff issues. Prior to joining the Office of the Bureau Chief, he served as a staff attorney in the Accounting and Audits Division of the FCC's Common Carrier Bureau. There, he dealt with issues including enforcement of the Commission's accounting safeguards, cost allocations, the Commission's ARMIS service quality and infrastructure reporting requirements, and video dialtone accounting and reporting requirements. From 1990 to 1994, Gonzalez served as a staff attorney in the Policy and Program Planning Division of the FCC's Common Carrier Bureau. As an attorney in the Policy Division, Gonzalez worked on several major rulemaking proceedings such as the Competition in the Interexchange Market Proceeding and the Video Dialtone Proceeding. His responsibilities also included issues related to the Commission's Computer III inquiry proceeding. Gonzalez received his J.D. in 1990 from Hofstra University School of Law in Hempstead, New York. He received his B.A. in 1987 from the State University of New York, College at New Paltz. He is a member of the New York and Florida Bars. - FCC -
