Report No. DC 96-29 ACTION IN DOCKET CASE April 9, 1996 COMMISSION PROPOSES AMENDMENTS TO SCHEDULE OF REGULATORY FEES (MD DOCKET NO. 96-84) The FCC is seeking comment on its proposed Fiscal Year (FY) 1996 Schedule of Regulatory Fees. The amount that the Congress requires the FCC to collect in regulatory fees for FY 1996 is $116,400,000--the same amount it required the FCC to recover through regulatory fees in FY 1995. As a result, most of the proposed fees do not change substantially from FY 1995. Some adjustments to individual fees are necessary due to a reallocation of revenue requirements resulting from a number of factors including changes in the estimated number of payment units within most fee categories, a modification which lengthened the license term in one fee category, and the addition of two new fee categories. The proposed amendment of the Schedule of Regulatory Fees will affect FCC permittees, licensees and other regulatees in the cable, common carrier, mass media, wireless telecommunications, and international services. Comments are requested on alternative methods of assessing the regulatory fees to recover the total amount that the Congress has required the FCC to collect for FY 1996.
