NEWS September 5, 1996 RUTH MILKMAN NAMED DEPUTY CHIEF OF INTERNATIONAL BUREAU Ruth Milkman has been appointed Deputy Chief of the International Bureau, joining Bureau Chief Donald H. Gips and Deputy Bureau Chief Roderick K. Porter. Milkman is moving from the Office of the Chairman, where she has served as Chairman Reed E. Hundt's Senior Legal Advisor since May 1994. Milkman has worked at the Federal Communications Commission since 1986, serving as Deputy Chief of the Policy and Program Planning Division of the Common Carrier Bureau, Special Assistant to the General Counsel, and Attorney-Advisor in the Policy and Program Planning Division. Milkman received a B.A. magna cum laude from Harvard University in 1981. She earned a J.D. cum laude from the University of Michigan in 1985. Milkman clerked for the Honorable J. Harvie Wilkinson of the U.S. Court of Appeals for the Fourth Circuit. "Ruth did a terrific job as my senior legal advisor," said Chairman Reed E. Hundt. "She provided wise counsel on wireless and other policy issues, as well as planning for the implementation of the Telecommunications Act of 1996.
