NEWS October 7, 1996 COMMISSION ELIMINATES MORE THAN HALF OF ITS INTERNAL REGULATIONS The FCC announced today that it has eliminated more than two-thirds of all internal management directives and revised a number of others, resulting in a total reduction of more than half the pages of directives that were in place on September 11, 1993. Streamlining these regulations has made it possible for FCC employees to receive faster, more efficient support services, saving agency resources. "Today's announcement is part of the FCC's continuing effort to make itself as efficient as the most efficient 21st century business," said FCC Chairman Reed Hundt. "Even as we look for ways to eliminate marketplace barriers and to simplify our processes for outside parties, it is also important to change our internal practices to create the most productive workplace." Issued on September 11, 1993, Executive Order 12861, Elimination of One-Half of Executive Branch Internal Regulations, directed each executive department and agency to eliminate 50 percent of its civilian internal management regulations that are not required by law within three years. Independent regulatory commissions and agencies were also requested to comply with its provisions. To meet this challenge, the FCC's Office of Managing Director established an Internal Regulations Task Force comprised of representatives from the major bureaus and offices. The task force identified 115 internal directives totalling 3,112 pages which it determined to be subject to review. Although this effort is continuing, as of September 11, 1996, the Commission has eliminated 77 directives (66.95 percent) and revised 10 others resulting in a reduction of 1,773 pages (56.97 percent). Examples of these reductions include: converting the "Time, Leave and Attendance Manual" to a simple handout to remove information contained in other regulations and publications; eliminating "Performance of Commercial Activities" because it duplicated Office of Management and Budget publications; and reducing the "FCC Organization Manual" to a simplified handout and placing it on the FCC Intranet for easier, paper-free, access by FCC employees.
