The Commission has received a "Petition for Extension of Time to File Comments" in the above captioned proceeding, filed on March 21, 1996 by Mr. Tom Blackwell. Mr. Blackwell asks for an unspecified amount of additional time to file comments. 2. It is the policy of the Commission that extensions of time shall not be routinely granted. See 47 C.F.R.  1.46. Comments in this proceeding were due on March 15, 1996 and this petition was not received until six days after the comment deadline. In addition, the petitioner cited no special circumstances that prevented his filing timely comments. Further, the purpose of the instant proceeding is to speed service to the public through prompt Commission action and an extension of the comment cycle would be in conflict with that goal. The petitioner may submit his comments informally as the Commission welcomes, at any time, ideas for improving its processes. 3. As good cause for an extension of time has not been shown, IT IS ORDERED that no additional time for comments and reply comments be granted. 4. This action is taken pursuant to Section 4(i) of the Communications Act of 1934, as amended, under authority delegated to the Chief, Office of Plans and Policy by section 0.271 of the Commission's Rules (47 C.F.R.  0.271).
