For your information, many of the suggested changes are good. One special exception that I prefer is: No change in the code(CW) requirements. Or, perhaps a special code(CW) endorsement. With the lower segment of each amateur band(the lower 25kc/mc) reserved for colde/cw operations only. By lowering the standards, not to include the colde requirements, opens the amateur bands like the present Citizen Bands and it will be full of meaningless chatter, and the scientific advancement, the emergency networks, the public service world wilde given by amateurs will lost.
