         WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES 
                POLICY DIVISION PERSONNEL ACTION
                    
Washington, D.C. -- The following personnel action has taken place in the Wireless
Telecommunications Bureau's Policy Division:

Blaise Scinto Named Deputy Chief 

Blaise Scinto has been named Deputy Chief of the Policy Division. Prior to her current
position, Scinto was Deputy Chief of the Network Services Division of the FCC's Common
Carrier Bureau where she was primarily responsible for overseeing a wide variety of numbering
administration and number portability issues.

     Prior to joining the Network Services Division, Scinto served as Legal Counsel to the
Chief of the Common Carrier Bureau under three successive Bureau Chiefs: Regina Keeney, A.
Richard Metzger, Jr., and Kathryn Brown.  She joined the Commission in 1995 as an attorney in
the Common Carrier Bureau's Policy and Program Planning Division.

     Before joining the FCC, Scinto was an associate with the Washington office of Winston &
Strawn.  She obtained both her B.A. in history and her J.D. from the University of Virginia.  

Prior to attending law school, Scinto worked for Synergy, Inc., a Washington-based
economics consulting firm, and for National Public Radio.
