NEWS September 18, 1996 WIRELESS TELECOMMUNICATIONS BUREAU RELEASES FACT SHEET #2 REGARDING NATIONAL WIRELESS FACILITIES SITING POLICIES The Wireless Telecommunications Bureau today released its second fact sheet regarding the placement of personal wireless service facilities under the Telecommunications Act of 1996 (1996 Act). Section 704 of the 1996 Act contains important provisions concerning the exercise of jurisdiction by state and local zoning authorities over the construction, modification and placement of antenna structures and other facilities for use in providing personal wireless services. On April 23, 1996, the Wireless Telecommunications Bureau issued Fact Sheet #1 to inform the public about the provisions of Section 704 and to assist state and local governments as they deal with the complex issues of personal wireless facilities siting in their communities. Fact Sheet #1 reprinted and summarized key provisions of Section 704, provided technical information concerning personal wireless services, and answered frequently asked questions. Fact Sheet #2, released today, contains four parts. Part I is a new compilation of frequently asked questions and answers, based on the experience of the Commission's Wireless Facilities Siting Task Force (Task Force) answering questions from state and local governments, personal wireless service providers, and members of the public. Part II summarizes and reprints relevant portions of the Commission's new rules regarding radiofrequency emissions from personal wireless service facilities, which were adopted August 1, 1996. Part III provides additional information about those personal wireless services most likely to be submitting facilities siting requests during the upcoming year. Finally, Part IV consists of maps showing the geographic areas used by the Commission to license personal wireless services, and lists licensees by geographic area for certain personal communications services. The Commission formed the Task Force in July 1996 in order to assist state and local governments, as well as personal wireless service providers, in addressing facilities siting concerns. The Task Force includes representatives from the Commission's Wireless Telecommunications Bureau, Compliance and Information Bureau, Office of Engineering and Technology, Office of General Counsel, and Office of Intergovernmental and Legislative Affairs. By serving as a resource for collection and dissemination of information relating to facilities siting, the Task Force believes it can make valuable contributions to the preparations needed for the rapid deployment of wireless services. - more - - 2 - Over the past few months, the Task Force has met several times with representatives of various state and local governments and their national associations, as well as with representatives of personal wireless service providers and their trade associations.
