The Commission is considering the above-captioned application, filed by American Telephone and Telegraph Company (AT&T) pursuant to Section 214 of the Communications Act of 1934, as amended, which requests authority to provide AT&T's SKYNET service between the United States mainland and the U.S. Virgin Islands, a domestic point. No comments were received on this application. In its application, AT&T states that the requested authority would be incidental to the primary international service. By its prior Order and Authorization, the Commission granted authority to AT&T to provide SKYNET service between the United States and Puerto Rico. We now find that grant of authority to provide SKYNET service to the U.S. Virgin Islands is required by the public convenience and necessity. 2. Accordingly, IT IS ORDERED that application File No. I-T-C-94-123(a) IS GRANTED, and AT&T's blanket authorization to lease and operate satellite voice-grade circuits via appropriate INTELSAT satellites between the United States and points in Central America, South America, the Caribbean area and Africa for the years 1993-1997 is further amended to authorize AT&T to acquire units of satellite utilization from Comsat for the provision of its SKYNET service between the United States mainland and the U.S. Virgin Islands. 3. IT IS FURTHER ORDERED that this authorization is limited to the provision of SKYNET service between the United States mainland and the U.S. Virgin Islands which is incidental to and part of primary international communications. 4. All other terms and conditions set forth in AT&T's initial blanket authorization for the years 1993-1997 remain in force. 5. This order is issued under Section 0.261 of the Commission's Rules and is effective upon adoption. Petitions for reconsideration under Section 1.106 or applications for review under Section 1.115 of the Commission's Rules may be filed within 30 days of the date of public notice of this order (see Section 1.4(b)(2)).
