On September 21, 1993, Jim Wills (Wills) filed a petition (RM8400) requesting that the Commission's Rules be amended to establish First and Second Class Radiotelephone  ?p<operator licenses. That petition was denied by Order of the  ?8<Acting Deputy Chief, Private Radio BureauU8 r5-ԍ Now the Wireless Telecommunications Bureau.U (Bureau) on May 13, 1994. The Bureau found that the proposal would not serve the public interest because it would create license classes for which the Commission has no requirements and would result in significant administrative burdens.  ?<2. Wills has filed a second rule making petition, dated September 2, 1994, requesting essentially the same amendment of the Commission's Rules that the Bureau declined to make previously. We will, therefore, treat the second petition of Wills as a request for reconsideration of the Bureau's denial of his earlier petition.
