The abovecaptioned application, filed on December 22, 1994 by Answer   -Iowa, requests authority, pursuant to Section 214 of the Communications Act of   Z-1934, as amended, to discontinue service from public coast station KFT290,   g -Davenport, Iowa. The station provides marine service to commercial as well as   -recreational vehicles operating on the Mississippi River. The application was placed on public notice on January 17, 1995. No comments were received.  r5X- @-2. The basic statutory test to be applied by this Commission in   -considering applications for discontinuance of common carrier services to a   -community is found in Section 214(a) of the Act. Under this Section, the   -Commission may permit discontinuance of service upon a finding that "neither the   g -present nor future public convenience and necessity will be adversely affected"   -by the proposed action. Application of this standard presents the Commission   Z-with a task of balancing the financial burden that would be imposed on the   -carrier by continued operation of its facilities with the needs and interests of  r5-the user community.|5 ?<  <ԍPublic Coast Radiotelegraph Stations, 67 FCC 2d 790 at 795 (1978).|  r5- Z-3. In support of his application, Answer Iowa states that traffic via the   g -station has declined significantly in the recent past. In the past six months,   -only 87 calls were handled. Adequate service is available in the area via   9!-cellular communications and other advanced technologies. Further, the U.S. Coast   9!-Guard maintains safety and distress communications services throughout the entire coverage area of applicant's site.  r5o"- Z-4. Upon consideration of the application and in view of the foregoing, IT   -IS HEREBY CERTIFIED that neither the present nor future public convenience and   -necessity will be adversely affected by the discontinuance of service via public coast station KFT290.  r5%- -5.
