April 30, 1996). The full text of the First Report and Order and rules will be published as corrected in the FCC Record. 1. Part 24.247 is revised as follows:  24.247 Triggering a Reimbursement Obligation. * * * * * (b) Unlicensed PCS. UTAM's reimbursement obligation is triggered either: (1) when a county is cleared of microwave links in the unlicensed allocation, and UTAM raises a Zone 1 power cap as a result of third party relocation activities; or (2) a county is cleared of microwave links in the unlicensed allocation and UTAM reclassifies a Zone 2 county to Zone 1 status. 2. To make the text and rules adopted in the First Report and Order consistent, the text of the third sentence of paragraph 75 is revised as follows: Because UTAM receives its funding in small increments over and extended period of time, UTAM will be permitted to satisfy its reimbursement obligation by making quarterly installment payments to the PCS relocator over a period of five years, at an interest rate of prime plus 2.5 percent.
