First, we address Kwik's Motion for Correction of Records.q yO-ԍ KwikPage, Inc's Motion for Correction of Records, filed Dec. 27, 1996.q Courts have long recognized S`-the authority of administrative agencies to correct ministerial, inadvertent errors.+(`X {OX- ԍ See American Trucking Ass'n v. United States, 884 F.2d 556, 561 (1989).z Although we never deleted Kwik's authorizations, our records did not accurately reflect that Kwik was granted authorizations under FCC File Numbers 21148CDP/L0189 and 21140CDP/L0189. We, therefore, correct our records to reflect that KwikPage, Inc. has been authorized to operate its paging stations under frequency 931.6625 MHz since March 23, 1989. SH -6. Next, we address the issue of whether Benz' January 31, 1996 authorization to operate on frequency 931.6625 MHz was properly granted by the Narrowband Branch. We agree with Benz that S -his authorization for frequency 931.6625 MHz at San Miguel Mountain is invalid.O {Or-ԍ Gaary Nov. 21 ex parte.O Section 22.537(a) of the Commission's rules states that the Commission may grant an application requesting assignment of a channel to a proposed base transmitter only if: (1) the interfering contour of the proposed transmitter does not overlap the service contour of any protected cochannel transmitter controlled by a carrier other than the applicant. . ., and (2) the service contour of the proposed transmitter does not overlap the interfering contour of any protected cochannel transmitter controlled by a carrier other than the applicant. . . . Since Kwik had already been authorized to operate its two paging stations on frequency 931.6625 MHz, we could not authorize Benz to operate on the same frequency without S-violating section 22.537.Jl yO-ԍ 47 C.F.R. 22.537(a)(1)(2).J We find, therefore, that Benz' authorization for frequency 931.6625 MHz at San Miguel Mountain was granted in error. 7. Finally, we address the issue of whether there are any available frequencies which could be S-assigned to Benz. In response to Benz' request, the Licensing and Technical Analysis BranchH yO!-ԍ Formerly the Narrowband BranchH determined that there were no frequencies available which could be assigned to Benz. Accordingly, we dismiss Benz' application. Sx- IV. ORDERING CLAUSE lU 8.
