In this Order, the Commission cancels the above Notices of Apparent Liability issued for computer marketing violations, tower lighting and marking violations, unlicensed radio operations, refusal to allow access for public file inspections, excessive power level transmissions, failure to allow inspection of land mobile station, and violation of citizen band rules. In view of the period of time that has elapsed since the issuance of these Notices of Apparent Liability and recent rule changes in some of the services at issue in these forfeiture actions, the Commission declines further prosecution of these cases. See Thomas J. & Nancy A. McIlraith, 12 FCC Rcd 14999 (1997). 2. ACCORDINGLY, IT IS ORDERED that the Notices of Apparent Liability issued to Crista Ministries, Inc.; City of Alice, Texas; Janmar Courier; Tech-Repair; Harkins & Company; Michael J. Jablinske d/b/a All Seasons Charters; Cyber Tel Corporation; Donald W. Bishop; Alexander Mitchell Communications Corp.; ASLAN Computer Corporation; Central Power & Light Company; Cook Telecom, Inc.; Foster's Stereo Center; Richard L. Edmondson; K-40 Electronics Limited; Brent Finnigan; Ross Radio & T.V.; Panaxis Productions; Roberto Pizano; Mobilfone Service, Inc.; T-Com., Inc.; Metropolitan Houston Paging Services, Inc.; and Ace Communications, Inc. ARE CANCELLED. See 47 U.S.C.  504(b) and 47 C.F.R.  1.80(i). 3. IT IS FURTHER ORDERED that the Petitions for Reconsideration and Applications for Review associated with each of the monetary forfeitures are DISMISSED as MOOT. 4.
