On September 30, 1998, PCS National Wireless, Inc., (PCS National) filed a request to withdraw its Application for Review of a decision of the Wireless Telecommunications Bureau (Bureau) in the above- referenced matter. PCS National's Application for Review sought reversal of the Bureau's denial of its request for authority to amend its applications for license YSM025R (Puerto Rico) and YSM047H (Honolulu) by permitting it to claim eligibility as a "very small business" with gross revenues of not more than $3 million. 2. On October 26, 1995, PCS National filed an FCC Form 175 with the Commission to participate in the 900 MHz auction. In that form, PCS National did not claim that it was a "very small business" entitled to receive bidding credits and make installment payments. Following the auction, PCS National filed its long form authorization applications (FCC Form 600) with the Commission to obtain authorization to operate the licenses it won in the auction as a non-small business applicant. On May 3, 1996, PCS National filed a petition requesting consent to amend the Form 600 applications so that it could claim eligibility as a "very small business" and receive the applicable benefits. 3. On August 23, 1996, the Bureau denied PCS National's request to amend its applications because the information it sought to include in the application was not "supplemental" and did not reflect a change in circumstance but, rather a correction of an initial omission. PCS National now requests consent to withdraw, with prejudice, its Application for Review of the Bureau's dismissal of its petition for consent to amend its Form 600 applications. PCS National's request is contingent upon the Commission's grant of the applications filed for the above-referenced licenses and for 20 other licenses PCS National won during the 900 MHz SMR auction. 4. We grant PCS National's request to withdraw its Application for Review. We will grant in a separate public notice the above-referenced licenses and the 20 other licenses for which PCS National was the winning bidder in the 900 MHz auction. 5. Accordingly, IT IS ORDERED, pursuant to delegated authority under Section 0.331 of the Commission's Rules, 47 C.F.R.  0.331, that the request for dismissal of the Application for Review, filed by PCS National Wireless, Inc. on September 30, 1998, IS GRANTED.
