DA 95-226 February 13, 1995 WIRELESS TELECOMMUNICATIONS BUREAU SEEKS COMMENT ON MORGAN STANLEY GROUP INC.'S REQUEST FOR DECLARATORY RULING ON APPOINTMENT OF FOREIGN NATIONAL AS OFFICER OF CORPORATION On December 21, 1994, Morgan Stanley Group Inc. ("MSG") requested a Declaratory Ruling pursuant to section 1.2 of the Commission's Rules that, consistent with public interest, Sir David Walker ("Walker"), a citizen of the United Kingdom, may serve as a corporate officer of MSG. MSG asserts that Walker will not exercise control of any Federal Communications Commission licensed facility. MSG controls, but does not directly hold, Commission common carrier licenses and therefore the Commission has statutory authority to determine whether or not it is contrary to the public interest for Walker to serve as an officer of MSG under Section 310(b)(4) of the Communications Act. The Wireless Telecommunications Bureau is reviewing MSG's request to determine whether Walker should be permitted to serve as a corporate officer of MSG. To assist in this determination, the Bureau solicits comments on MSG's request for a Declaratory Ruling. Comments should be filed on or before February 28, 1995.
