           PHASE II 220 MHz SERVICE SPECTRUM AUCTION
                                
         Notice and Filing Requirements for Auction of 
               Phase II 220 MHz Service Spectrum 
                   Scheduled for June 8, 1999
                                
        Minimum Opening Bids and Other Procedural Issues


     This Public Notice corrects a Public Notice released on March 8, 1999 ("March 8, 1999
Public Notice") announcing notice and filing requirements for the auction of Phase II 220 MHz
Service spectrum (Auction No. 24).  

     The March 8, 1999 Public Notice is corrected as follows:  In Section 3.B(3) ("Amount of
Upfront Payment") on page 15 of the March 8, 1999 Public Notice, the proposed upfront
payment calculations should read:

     (1)  EAG Licenses:  $0.01 * 0.15 MHz * License Population
                         (the result rounded up to the next dollar)

     (2)  EA Licenses:        $500 per license
