Washington, D.C. 20554 DA 99-1627 Released: August 16, 1999 WIRELESS TELECOMMUNICATIONS BUREAU REQUESTS COMMENT ON WIRELESS E911 REPORT FILED BY CTIA, PCIA, APCO, NENA, AND NASNA ON AUGUST 9, 1999 CC Docket No. 94-102 Comment Date: September 14, 1999 On August 9, 1999, a Report of CTIA, APCO, NENA, and NASNA was filed in response to a Public Notice released by the Commission on June 9, 1999. On August 10, 1999, an Erratum was filed to include PCIA in the title. Comments in response to the Public Notice also were filed on August 3 by the King County E911 Program and, on August 9, by AT&T Corp., Omnipoint Communications, Inc., and SCC Communications Corporation. The Public Notice requested the report from the parties to an initial Consensus Agreement that the Commission relied on in establishing requirements for wireless Enhanced 911 (E911) services. The Public Notice found that implementation of Phase I of E911 has not occurred as anticipated, and that issues relating to cost recovery mechanisms and choice of Phase I transmission technologies may be causing the delays. These issues also are the subject of petitions for reconsideration and clarification of the E911 Reconsideration Order and the E911 rules that are pending Commission review. Based on information that the parties to the initial Consensus Agreement were engaged in discussions on these issues, the Commission requested a report on their positions on these and other factors that may be responsible for the Phase I delays. The report would augment the record on the petitions and ensure the Commission takes such actions as necessary to achieve E911 implementation. The Public Notice encouraged other interested parties to give consideration to these issues. The Commission anticipated that any reports or comments filed by the Consensus Agreement parties would be made available to all other interested parties for review and comment to ensure a complete record. Accordingly, the Bureau provides interested parties an opportunity to file comments in response to the report. The comments should address the positions and issues presented in the report and, as with the report, would augment the record on the petitions that are pending Commission review and decision. In addition, commenters are invited to address the four comments, identified above, and any other comments that were filed in response to the Public Notice of June 9, 1999. FILING SCHEDULE AND PROCEDURAL MATTERS Comments must be filed by September 14, 1999. Parties should reference CC Docket No. 94-102 in their comments.
