            in the Broadband Personal Communications Service
                                (Part 24)
                                    
                                    
Western PCS II Corporation (Western), licensee of Broadband PCS market 47 (Honolulu, HI), channel
block A, filed a request for a waiver of Section 24.232 of the Commission's Rules (47 CFR 24.232). 
Specifically, Western seeks authority to operate a particular base facility with a transmitting power that
exceeds the antenna height-power limit provided by the rule.

Purpose:                  Waiver to use higher transmitting power than allowed by rule is requested in
                          order to provide sufficient signal strength for quality PCS service along
                          Highway 30, around Maalaea Bay on the Island of Maui.

Transmitter Location:     Ulupalakua Ranch (existing Pac West communications site)
                          N.Lat. 20ø 39' 13"  W.Lon. 156ø 21' 54"

Requested Power:          2345 Watts equivalent isotropically radiated power (EIRP).  Note that  24.232
                          provides that transmitting power must not exceed 490 Watts EIRP for antenna
                          heights between 500 and 1000 meters above average terrain.

Antenna Height:           840 meters above average terrain
