Washington, D.C. 20554 DA 96-2157December 19, 1996 MAP MOBILE COMMUNICATIONS, INC., SEEKS DECLARATORY RULING THAT THE DENIAL OF MAP OWNERSHIP OF NARROWBAND PCS AND ADDITIONAL CMRS PAGING LICENSES WOULD NOT SERVE THE PUBLIC INTEREST File No. ISP-96-008 COMMENTS DUE: January 21, 1997 REPLY COMMENTS DUE: February 5, 1997 MAP Mobile Communications, Inc., (MAP) has petitioned the Commission for a declaratory ruling pursuant to Section 310(b)(4) of the Communications Act of 1934, as amended, that the denial of MAP ownership of narrowband PCS and additional CMRS paging licenses would not serve the public interest. MAP seeks a finding that it satisfies the Commission's effective competitive opportunities test and is therefore eligible to acquire such licenses. The petition argues that MAP satisfies the effective competitive opportunities test because its investors' home market is Australia, the appropriate market segment for comparison is Australia's messaging market, and the Australian messaging market is open to international competition. Interested parties may file comments regarding this petition no later than January 21, 1997. Reply comments may be filed no later than February 5, 1997.
