           FCC ADOPTS FINAL RULES CONCERNING THE ADMINISTRATION   
                 OF U.S. CERTIFIED ACCOUNTING AUTHORITIES
                                       


The Federal Communications Commission (FCC) adopted Report and
Order,
MD Docket 93-297, on March 13, 1996, and the Report and Order was
released on April 23, 1996.  The Report and Order sets forth the
final rules
concerning the administration of U.S. Certified Accounting
Authorities in
the Maritime Mobile and Maritime Mobile-Satellite Radio Services
except
for distress and safety communications.  The purpose of this
notice is to
establish July 11, 1996, as the effective date of these rules.
