Washington, D.C. 20554 Released: December 12, 1996 WIRELESS TELECOMMUNICATIONS BUREAU REVISES PROCEDURES FOR ELECTRONIC FLAT FILE SUBMISSIONS FOR ANTENNA STRUCTURE REGISTRATION The Commission encourages the use of the Internet or Interactive electronic filing technologies to submit antenna structure registration information. Briefly, the Commission provides two ways to register antenna structures electronically: (1) flat files via the internet -- useful for registering many structures at once, and (2) the FCC's free interactive filing software -- to register one structure at a time. In response to recent inquiries from the public, the Commission's Wireless Telecommunications Bureau has improved and revised the administrative procedures for submitting flat files for antenna registration via the Internet. Attached to this notice are updated application data formats and information that will assist in preparing application information and submitting the data. The information in this notice supersedes the specifications set forth via Public Notice (63636) on June 21, 1996. Care should be taken to ensure that each data element is provided in the correct format and no larger than the size as specified on the format attachment. Further, information must be submitted in a manner which is compatible with the attached editing criteria. Failure to follow the attached format may result in the entire filing being dismissed. Updated information concerning electronic filing is also available at http://www.fcc.gov/wtb/antstruc.html. -FCC- ELECTRONICALLY SUPPLIED DATA Output In the ELECTRONICALLY SUPPLIED DATA Output incorporate the following items: a. In the E-Mail subject line type tower registration. b. Precede each application record with the [[AP]] header (this identifies that an application follows). Precede each narrative with the [[FI]] header (this identifies a narrative that is referenced by field 56 - NarrName). There are no embedded spaces in the headers. Follow each application with it's applicable narrative even if the narrative applies to multiple applications and use a unique narrname for each narrative even if it is duplicated. There is no limit to the number of characters in the narrative record. Narratives of 510 characters or less should be included in the NARRATIV field (#55) of the application data and not as a separate narrative record. Both the NARRATIV field and the narrative record can be used for a single application which would result in two separate narratives for the application. c. Include one blank line after each section. All alphabetic letters are to be uppercase. Lower case will not pass edits and will not match for system queries. e. Produce a single [[APapplication]] record per "application" in field number order delineated by a pipe (|). Blank or null fields must be represented positionally. Provide only 1 pipe for each data element that is left blank plus 1 'closing' pipe at the end of the last blank data field. For example, field 80 is D, fields 81 through 83 are blank and field 84 is Y the record for fields 81 - 84 would look like |D||||Y. f. Produce a single E-Mail containing all of the applications' data with the optional narrative immediately following each applicable application. g. Date formats are MMDDYY. There are NO slashes. Provide leading zeros for month and day. For partial dates provide 01 for the unknown/missing part (eg. 010167 for 1967, 120188 for Dec. 1988). h. Do not place quotation marks around alphanumeric fields. Do not provide punctuation on telephone numbers (ie. (202) 555-1212 must be provided as 2025551212). i. Do not provide direction with latitudes or longitudes. (Either FCC or FAA.) j. If you are stating that the FAA Determination does not require painting or lighting for the structure being registered, do not use the word NONE for FAA Chapters, provide only the letter N. k. Do not spell out NAD27 or NAD83. Provide only a 2 or an 8. l. Do not exceed the data element field length. m. Do not send a file attached to the E-Mail. SUBMITTING AN INTERNET E-MAIL FILE To test an E-Mail application for Form 854, send a test E-Mail to the FCC Form 854 test account "towtest@fcc.gov" and an automated "receipt" will be mailed back to the Internet address of the sending party stating that the E-mail was received. Upon loading of the test application data into the processing database, you should receive a second e-mail stating whether there were problems with the data and if so, how to correct the problems. If there were problems encountered in your test applications data, you will need to resubmit your application to the towtest account until all problems are resolved. Once the application data is declared correct, you will receive an e-mail stating that you should submit the "real" application data to the tower@fcc.gov account and testing is no longer required. All e-mails containing applications that are submitted to the production tower@fcc.gov account will receive a confirmation stating that the application was received at the FCC. Note: this does not imply that the application was processed nor registration granted. If present, must be 10 position numeric. 3 - DBA Name - The business name under which an individual entrepreneur or partnership is transacting business. May be blank. 4 - Attention - The name of any person, office or division of the organization to whom mail should be directed. May be blank. 5 - Owner Address (mailing) - The mailing address street. DO NOT key department, division, c/o, etc., in this field (use the Attention field instead). Should be present. 6 - POBox (mailing) - A Post Office Box where mail is to be delivered. Enter the number only. Anything other than a Post Office Box (i.e. PO Drawer) should be entered in the owner address field. This field may be blank. 7 - Internet address - An addressing scheme that allows direction of electronic mail from the Commission to specific locations or persons regarding this form. May be blank. 8 - Owner City (mailing) - The city portion of the owner's mailing address. Must be present. 9 - Owner State (mailing) - The state portion of the owner's mailing address. Must be present if Purpose (Field 11) = N, R or M(and Nature of Mod (Field 16) = H). If present, must be = or > -152.4 and < or = 6248.5. 35 - FCC Structure Hgt (Meters) - The height above ground (in meters), to the highest point of the supporting structure only. Rounding should be done to the nearest tenth, DO NOT round to the nearest whole meter. To convert feet to metric use 1 foot = 0.3048 meters. Must be present if Purpose (Field 11) = N, R or M(and Nature of Mod (Field 16) = H). If present, must be > 0 and < or = 609.6. 36 - FCC Overall Hgt (Meters) - The overall height above ground (in meters), of the entire antenna structure to the highest point, including any appurtenances. DO NOT provide the AMSL (ground elevation plus AGL) in this field. Rounding should be done to the nearest tenth, DO NOT round to the nearest whole meter. To convert feet to metric use 1 foot = 0.3048 meters. Must be present if Purpose (Field 11) = N, R or M(and Nature of Mod (Field 16) = H). If present, must be > 6.1 and < or = 609.6. 37 - FAA Notification - An indication whether applicant has a copy of the FAA Determination of No Hazard for the antenna site being registered. Enter Y if applicant has a copy and could provide it if requested. Enter N if applicant does not have a copy of an FAA Determination for the antenna site. Must be present if Purpose (Field 11) = N, R or M(and Nature of Mod (Field 16) = H, C, or L). If present, must be Y or N. 38 - 854 FAA Study Number - The aeronautical study number assigned by the FAA pertaining to an antenna site/structure. If FAA Notification (Field 37) = Y, must be present and match FAA Study Number (Field 57). 39 - 854 FAA Regional Office - The name of the FAA office where notification was filed. May be blank. This field should be blank when field 37 is Y. 40 - Date FAA Filed - The date notification of construction or alteration was filed with the FAA. 6 Numeric MMDDYY, If present MM=01-12, DD=01-31, YY=< Current Date (Note: If only MMYY, or YY entered, fill missing parts with 01). Must not be greater than current date. This field should be blank when field 37 is Y. 41-51 - FCC Paint/Light - The painting and lighting paragraphs prescribed by the FCC. If present, must be valid FCC Paint/Light Paragraph, no repeating of paragraph numbers. This field should be blank when field 37 is Y. Must be present if Purpose (Field 11) = N, R or M(and Nature of Mod (Field 16) = H, C, or L). If present, must be Y or N. 53 - Signature Name - The typed name of the person authorized to sign the application. Normally, the registration form must be signed by the owner. In the case of electronic filing, however, it would be unreasonable to require the owner to provide such information manually. Therefore, either the owner, or the owner's designee, may provide the owner's name in the signature block when filing electronically. Must be present. 54 - Title - The title of the person authorized to sign the application. May be blank. 55 - Narrative - This can be up to 510 characters of typed narrative. This is any additional information that the owner feels may assist in the processing of the application. It may also contain statements that apply to the environmental impact of the structure when field 52 NEPA is answered Y. 56 - Narrative Name - Enter the narrname that contains the narrative for this application. If this field is left blank, no processing of the narrative text following the application record will be performed. (Narrative text must be ASCII text, no graphic or word processor formats.) 57 - FAA Study Number - The most recent aeronautical study number assigned by the FAA pertaining to the site/structure. If FAA Notification (field 37)= N, leave this field blank. If FAA Notification (field 37) = Y, must be present and match 854 Study Number (Field 38). 58 - FAA Elevation (Feet)(MSL) - The ground elevation (in feet), which the FAA considered in their aeronautical study. If FAA Notification (field 37)= N, leave this field blank. If present, must be > or = -500.0 and = or < 20500.0 1 59 - FAA Structure Hgt (Feet)(AGL) - The overall height above ground level which the FAA considered in their aeronatucal study. If FAA Notification (field 37)= N, leave this field blank. If FAA Notification (Field 37) = Y - Three options: 1) Blank for unable to determine if or what chapters are required (FAA does not state that there are no requirements for painting and lighting or states that painting and lighting are required but does not reference chapter number(s)), 2) N for FAA states that no painting and lighting is required, or 3) enter all the chapters indicated on the FAA Determination. If chapters are entered they must be valid FAA chapters, no repeating of chapter numbers. If FAA chapter = N, it must be the only chapter.
