Washington, D.C. 20554 December 18, 1996 AUXILIARY BROADCAST FREQUENCY COORDINATOR DESIGNATED FOR THE 1997 PRESIDENTIAL INAUGURATION IN WASHINGTON, DC The Commission has designated the Washington Executive Broadcast Engineers Frequency Coordinators, Inc. (WFC) as the single point of contact under Section 74.24 of the Rules from January 8 through 21, 1997 for the 1997 Presidential Inauguration to be held in Washington, D.C. This designation will allow for advance coordination of auxiliary broadcast frequency usage. To minimize harmful interference, all Part 74 licensees and all Part 21 and 78 licensees sharing Part 74 spectrum, are covered by the scope of this action. The affected area is within a 100 kilometer radius of Washington for terrestrial stations and a 150 kilometer radius for any mobile operations onboard aircraft. Section 74.24 normally allows eligible broadcasters to operate auxiliary broadcast stations on a short-term basis, not to exceed 720 hours annually, without prior Commission authorization. Similar action has previously been taken by the Commission to designate coordinators for the 1996 National Political Conventions, in Atlanta during the 1996 Summer Olympic Games, in Los Angeles during the 1984 Summer Olympic Games, and during the previous visit of Pope John Paul II to the United States. These actions were taken in view of the fact that uncoordinated use of auxiliary broadcast stations on an automatic STA basis might result in spectrum congestion and excessive interference causing less complete broadcast coverage. The Commission believes that the potential for a similar situation exists during the Inauguration in Washington. The WFC has been designated as the auxiliary broadcast frequency coordinator for this period.
