COMMISSIONER MICHAEL POWELL INTRODUCES LEGAL INTERN
                                    

       FCC Commissioner Michael Powell introduces Chris Ernst as his legal intern for the
Spring 1998 term.

       Mr. Ernst is a second year law student at the Communications Law Institute of
Catholic University's Columbus School of Law. He is also treasurer of the Communications
Law Student Association.

       Prior to joining Commissioner Powell's staff, Mr. Ernst worked for several years in
various capacities, from managing a computer store to providing electronic forms to the
Federal government.

       Mr. Ernst graduated from Hartwick College in 1989 and has resided in Washington,
D.C. for the past eight years.
