Filing Purposes

This page includes information on the extension of filing and regulatory deadlines as a result of Hurricane Sandy. On November 1, 2012, the Wireless Telecommunications Bureau released a Public Notice where the Wireless Bureau extended certain filing and regulatory deadlines occurring between October 27, 2012 and November 2, 2012, until November 5, 2012 for all Wireless Radio Service licensees and applicants.

In addition, certain filing and regulatory deadlines occurring between October 27, 2012, and November 27, 2012, were extended until November 28, 2012 for “affected” licensees in Connecticut, New Jersey, and New York – the states where President Obama issued a major disaster declaration. "Affected” licensees and applicants include those licensees and applicants that operate facilities, or, in a significant manner essential to the business operation, rely on personnel, records, or financial institutions located in these states to provide services or to conduct substantial business activities with the Commission.

To take advantage of the extension, a certification must be included with each filing that states “upon the penalty of perjury that the deadline could not be met within the time otherwise provided in the Commission’s rules because of the hurricane.”

Filing a Construction Notification in the Antenna Structure Registration (ASR) System

This article provides information on submitting a Construction Notification in the Antenna Structure Registration (ASR) system. You would file a construction notification when the construction/alteration is completed as outlined in your registration.

Steps to Filing a Construction Notification Application in ASR
  1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
  2. On the Antenna Structure Registration Dashboard click on the drop-down arrow on the More Actions button.
  3. Select the purpose Notify Completion of Construction.
  4. On the Registration Manager page click on the registration number you would like to update.
  5. On the Registration at a Glance page click on the drop-down arrow on the More Actions button and select Notify Completion of Construction.
  6. Enter the date constructed or last altered then click on the Save and Continue button.
  7. On the Application Summary page click on the Sign and Submit button
  8. Complete the Certification page and click the Submit Application button.

    Note: By typing your first and last name in the name fields you have signed your application.

  9. You will receive a confirmation of application submission that shows the file number and status. Click the Back to Home button to return to the Antenna Structure Registration Dashboard.

Cancelling a Registration in the Antenna Structure Registration (ASR) System

This article provides information on Cancelling a Registration in the Antenna Structure Registration (ASR) system. You can cancel a registration for an antenna structure that has not been constructed (project abandoned). Cancellation requests for more than one registration can be submitted on the same application.

Steps to Filing a Request to Cancel a Registration in ASR
  1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
  2. On the Antenna Structure Registration Dashboard click on the drop-down arrow on the More Actions button.
  3. Select the purpose Cancel Registration.
  4. On the Select Registrations page select one or more checkboxes next to the registrations you would like to cancel.

    Optional: Once all registrations have been selected, click the Selected tab to validate your list of selected registrations.

  5. Click on the Save and Continue button to navigate to the Application Summary.
  6. On the Application Summary page click on the Sign and Submit button.
  7. Complete the Certification page and click the Submit Application button.

    Note: By typing your first and last name in the name fields you have signed your application.

  8. You will receive a confirmation of application submission that shows the file number(s) and status. Click the Back to Home button to return to the Antenna Structure Registration Dashboard.

This article provides information on Amending an Application in the Antenna Structure Registration (ASR) system. There are generally three reasons for you to amend an application in ASR:

  1. You need to change some information on an application that is pending.
  2. Your application that was pending environmental notice is now ready for certification.
  3. You received a Notice of Return letter from the FCC and you must respond to the letter.

A request to amend an application may require a new Environmental Notice.

Steps to Filing a Request to Amend an Application in ASR
  1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
  2. On the Antenna Structure Registration Dashboard click on the drop-down arrow on the More Actions button.
  3. Select the purpose Amend Application.
  4. On the Application Manager page click on the file number you would like to amend.
  5. On the Application at a Glance page click on the Amend Application button.
  6. Complete the required fields. Navigate through the application by clicking on the Save and Continue button.
  7. On the Application Summary page click on the Sign and Submit button
  8. Complete the Certification page and click the Submit Application button..

This article provides information on Withdrawing an Application in the Antenna Structure Registration (ASR) system. Applications with a status of pending or returned can be withdrawn. You can withdraw one or more applications on the same filing.

This article provides information on how to update administrative information on a Registration in the Antenna Structure Registration (ASR) system. You would file a request to update administrative information on a registration to change information such as the owner and contact mailing address, phone number, or e-mail address. Administrative updates for more than one registration can be submitted on the same application.

Registration of a Replacement Antenna Structure in the Antenna Structure Registration (ASR) System

This article provides information on filing an application to register a replacement antenna structure in the Antenna Structure Registration (ASR) system. A replacement structure replaces an existing antenna structure at the same geographic location. Registration of a replacement antenna structure does not require Environmental Notice.

Ownership changes for more than one registration can be submitted on the same application.

Steps to Filing a Request to Change Owner Information on a Registration in ASR
  1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
  2. Click on the Ownership Change button.
  3. Enter the FRN of the assignor, the entity to whom the structure is currently registered, and click Continue.
  4. On the Select Registrations page select one or more checkboxes next to the registrations you would like to update.

    Optional: Once all registrations have been selected, click the Selected tab to validate your list of selected registrations.

  5. Click on the Save and Continue button to navigate to the application.
  6. Complete the required fields. Navigate through the application by clicking on the Save and Continue button.
  7. On the Application Summary page click on the Sign and Submit button.
  8. Complete the Certification page and click the Submit Application button.

Modifying a Registration in the Antenna Structure Registration (ASR) System

This article provides information on Modifying a Registration in the Antenna Structure Registration (ASR) system. You would modify a registration to change technical data about the structure. To file a Modification to an Antenna Structure Registration (ASR) the tower must be in a Constructed status. The FCC put this restriction in place to promote air safety by ensuring that a notice of construction can only be filed against an approved registration record. If the tower is constructed and you have not filed the required notification, you must do so prior to filing your modification.

Major Modifications will require Environmental Notification. The following changes are considered to be Major Modifications:

  1. Increasing Overall AGL Height by more than 20 feet (6.1 m), or by more than 10% of the total tower height
  2. Submitting an environmental assessment
  3. Changing the registered lighting to a less-preferred lighting style

- Ranking of FAA lighting styles, from most preferred to least preferred:

  1. No lights
  2. No red steady lights
  3. Red steady lights

The following changes are considered to be Minor Modifications and do not require Environmental Notice:

Almost all new antenna structure registrations require environmental notice. There is a series of help articles about the Environmental Notification Process.

Steps to Filing a New Antenna Structure Registration in ASR
  1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
  2. Click on the Register New Structure button.
  3. Complete the required fields. Navigate through the application by clicking on the Save and Continue button.
  4. On the Application Summary page click on the Sign and Submit button.
  5. Complete the Certification page and click the Submit Application button.

  6. You will receive a confirmation of application submission that shows the file number and status. Click the Back to Home button to return to the Antenna Structure Registration Dashboard.

This will be part one of the Environmental Notification Process. After submitting the partially completed Form 854, you are required to provide local notice of the proposed tower registration by publication in a local newspaper or by other means. You must provide this local notice on or before the date you selected for posting the proposed registration on the FCC’s website.
