This page includes information on the extension of filing and regulatory deadlines as a result of Hurricane Sandy. On November 1, 2012, the Wireless Telecommunications Bureau released a Public Notice where the Wireless Bureau extended certain filing and regulatory deadlines occurring between October 27, 2012 and November 2, 2012, until November 5, 2012 for all Wireless Radio Service licensees and applicants.

In addition, certain filing and regulatory deadlines occurring between October 27, 2012, and November 27, 2012, were extended until November 28, 2012 for “affected” licensees in Connecticut, New Jersey, and New York – the states where President Obama issued a major disaster declaration. "Affected” licensees and applicants include those licensees and applicants that operate facilities, or, in a significant manner essential to the business operation, rely on personnel, records, or financial institutions located in these states to provide services or to conduct substantial business activities with the Commission.

To take advantage of the extension, a certification must be included with each filing that states “upon the penalty of perjury that the deadline could not be met within the time otherwise provided in the Commission’s rules because of the hurricane.”

Antenna Structure Registration - Help

This article provides information on submitting a Construction Notification in the Antenna Structure Registration (ASR) system. You would file a construction notification when the construction/alteration is completed as outlined in your registration.

Steps to Filing a Construction Notification Application in ASR

1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
2. Click Manage Your ASR Numbers.
3. Select the purpose NT – Required Construction/Alteration Notification and click the Continue button.
4. Click the registration number you would like to update and click the Continue button at the bottom of the screen.
5. Enter the date constructed or last altered.
6. Click the FAA, NEPA, Certify tab.
7. Sign your application. To submit your application click Save, then Save and Submit.

You can cancel a registration for an antenna structure that has not been constructed (project abandoned). Cancellation requests for more than one registration can be submitted on the same application.

Steps to Filing a Request to Cancel a Registration in ASR

This article provides information on Amending an Application in the Antenna Structure Registration (ASR) system. There are generally three reasons for you to amend an application in ASR:

1. You need to change some information on an application that is pending.
2. Your application that was pending environmental notice is now ready for certification.
3. You received a Notice of Return letter from the FCC and you must respond to the letter.

A request to amend an application may require a new Environmental Notice.

3. Select the purpose AM – Amendment of a Pending Application and click on the Continue button.

This article provides information on Withdrawing an Application in the Antenna Structure Registration (ASR) system. Applications with a status of pending or returned can be withdrawn. You can withdraw one or more applications on the same filing.

Steps to Filing a Request to Withdraw an Application in ASR

1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
2. Click Manage Your ASR Numbers.
3. Select the purpose WD – Withdrawal of a Pending Application and click on the Continue button.
4. Click the file number(s) you would like to withdraw and click the Continue button at the bottom of the screen.

   Note: You will need to hold down the Control key to select more than one file number.

5. Sign your application. To submit your application click Save, then Save and Submit.

Applications will appear immediately in ASR Application Search. Enter the file number in the ASR Application Search to find your application.

When will my application be withdrawn?

Generally, the application is withdrawn the same business day.

What should I do if I filed the application in error?

You will need to file another application based on the original purpose of the filing.

This article provides information on how to update administrative information on a Registration in the Antenna Structure Registration (ASR) system. You would file a request to update administrative information on a registration to change information such as the owner and contact mailing address, phone number, or e-mail address. Administrative updates for more than one registration can be submitted on the same application.

1. Log in to ASR Online Filing with your FCC Registration Number (FRN) and password.
2. Click Manage Your ASR Numbers.
3. Select the purpose OC – Ownership Change and click on the Continue button.
4. Enter the FRN of the assignor, the entity to whom the structure is currently registered, and click Continue.
5. Click on the registration number(s) and click the Continue button at the bottom of the screen.

6. Enter the new owner information.
7. Click the Contact tab and enter the new contact information
8. Click the FAA, NEPA, Certify tab.
9. Sign your application. To submit your application click Save, then Save and Submit.

Who is responsible for filing an ownership change for a registration?

The assignee, the entity acquiring ownership of the structure, must submit the new ownership information and sign the form.

Antenna Structure Registration - Help

This article provides information on modifying a registration in the Antenna Structure Registration (ASR) system. You would modify a registration to change technical data about the structure. For example, increasing the height of the structure, changing the obstruction marking/lighting, correcting the coordinates or the FAA Study Number are all things that are filed on a modification application. A request to modify a registration may require Environmental Notice.

Changes to administrative information on your registration such as mailing address, phone number, or e-mail address are handled by filing an Administrative Update.

   Note: If your application requires environmental notice, you will need to sign and submit the application both when you complete Part I prior to environmental notice and again when you return to the application to complete Part 2.
