Rayna Aylward is the first Executive Director of the Mitsubishi Electric America Foundation. The Foundation, which is 10 years old and based in the Washington, D.C. area, is dedicated to helping young people with disabilities lead fuller and more productive lives. Prior to joining the Foundation, Ms. Aylward was the International Director of Very Special Arts, an educational affiliate of the Kennedy Center that promotes arts and educational programs for people with disabilities in the U.S. and around the world. Ms. Aylward serves on various boards, including Very Special Arts International, Gifts in Kind International, and the HalfthePlanet.com Foundation. Ms. Aylward has also been a cultural attache in Latin America and the Middle East, a teacher, a school administrator, and a freelance journalist. She holds a master's degree in English and American literature from Boston University and a bachelor's degree in English from Beloit College.

Brenda Battat is the Acting Executive Director of Self Help for Hard of Hearing People, the largest consumer organization representing people of all ages and levels of hearing loss who use assistive technology and other strategies to participate in the mainstream. Over the past 12 years, Ms. Battat has worked to obtain equal access to public places, employment, state and local government facilities, telecommunications, and information services for people who are hard of hearing. She has served on advisory boards and councils convened by the FCC, the Access Board, AT&T, American and Northwest Airlines, and the American Speech-Language-Hearing Association. Hard of hearing herself, she has lived and worked in four different countries. She has a master’s degree in counseling from Indiana University, and a bachelor’s degree in physical therapy, with 15 years of experience.

Gil Becker is the Chair of the National Association for State Relay Administration (NASRA) and has been involved with Telecommunications Relay Service (TRS) for over 10 years. Mr. Becker is also the Director of the Maryland Department of Budget & Management/Telecommunications Access of Maryland (TAM) program. He oversees the state’s Telecommunications Relay Service and the equipment distribution program. Mr. Becker has worked in State government for 18 years. Prior to the task of establishing TRS for the citizens of Maryland, he held positions within the statewide Procurement Agency, Data Processing Division, and its Office of Telecommunications Management. Mr. Becker has a bachelor’s degree from the University of Maryland and a master’s degree in information technology/telecommunications from Johns Hopkins University.

Daniel L. Brenner is Senior Vice President for Law & Regulatory Policy at the National Cable Television Association, Washington, D.C., where he has served since 1992. Previously, he served as Director of the Communications Law Program and a member of the faculty at UCLA Law School. He also served as Counsel to the Los Angeles office of LeBoeuf, Lamb, Greene & MacRae. Mr. Brenner was appointed by the President and served as Vice-Chairman of the Board of Directors of the Corporation for Public Broadcasting from 1986 to 1991. Julie Carroll is the Director of Industry and Government Relations for the Information Technology Technical Assistance and Training Center. She has worked in Washington, D.C. for the past six years representing people with disabilities before the U.S. Congress, standards-setting bodies, and executive branch agencies. She assisted in the drafting and passage of several federal laws expanding disability access. She has held several professional appointments and elected positions, including membership on the Access Board’s Telecommunications Access Advisory Committee, its ADA Review Advisory Committee, its Public Rights-of-Way Advisory Committee, AT&T’s Consumer Advisory Committee and the American Blind Lawyers Association. Robert E. Chrostowski is Senior Vice President, Operations, of Iwatsu America, Inc. He is responsible for all operational aspects of the company, including legal, regulatory, and legislative activities. Mr. Chrostowski has designed numerous models of business telecommunications systems developed and marketed by Iwatsu since he began work there in 1976. He has held positions at Action/Dictograph Corporation, and served in the U.S. Army National Guard for 8 years as a cryptographic equipment specialist. For the past 25 years, he has been a member of the North American Telecommunications Association (NATA) MultiMedia Telecommunications Association Board of Directors, and is a member of the TIA TR 41 telecommunications equipment standards committee. He received the NATA Tom F. Carter Award in recognition of outstanding service in the public interest to the telecommunications industry. Maricela M. Gallegos is the Disabilities Program Manager for Hewlett-Packard Company (HP) in Palo Alto, CA, where she has worldwide responsibility for the development of programs and resources to support employees with disabilities. Ms. Gallegos first joined HP in 1976, and has held numerous leadership positions at HP since that time. Currently, she is also a governor’s appointee for the California State Governor’s Committee on the Employment of Disabled Persons, a member of the Office of Disability Employment Policy and Vice-Chair of the National Hispanic Employee Association. She has served on numerous boards, including the California Human Development Corporation and the Hispanic Chamber of Commerce. Joseph C. Gaskins is President of ConnectBid LLC, a privately held telecommunications company he co-founded. Larry Goldberg is both Director of the Media Access Group at the WGBH Educational Foundation and Director of the CPB/WGBH National Center for Accessible Media (NCAM), which he founded in 1993 as a department within WGBH, Boston’s public broadcasting institution. The Media Access Group at WGBH consists of the Caption Center, Descriptive Video Service and NCAM. NCAM is a research and development facility dedicated to the issues of media technology for people with disabilities in their homes, schools, workplaces, and communities. Susan Grant is Vice President for Public Policy at the National Consumers League (NCL) and works on privacy, telecommunications, electronic commerce and financial services issues. She also oversees NCL’s National Fraud Information Center/Internet Fraud Watch programs. These programs provide advice to consumers about telemarketing and online offers and transmit information about suspected telemarketing and Internet fraud to law enforcement agencies. In addition, Ms. Grant coordinates the Alliance Against Fraud in Telemarketing and Electronic Commerce, a coalition of government, consumer, labor and business representatives that educates the public about consumers’ rights and how to shop safely by telephone and online. Andrew Lange has been affiliated with Communication Service for the Deaf (CSD), Sioux Falls, SD, since 1996. A subdivision of CSD operates and manages 7 telecommunications relay call centers through exclusive agreements with Sprint. CSD has offices in various states throughout the country, and also provides drug and alcohol abuse counseling, independent living, housing and other human services. At CSD, Mr. Lange has been responsible for operations and leadership of relay telecommunications, marketing, project management, and Visual Communications. The latter offers interpreting referral and training, captioning services, and video relay services. Born into a family of deafness, Mr. Lange has progressive hearing loss that began at age 14. He holds a bachelor’s degree in business administration and data processing from Gallaudet and a master’s degree in organizational management. Mr. Lange is married and has a 10 year old son.

Nanci Linke-Ellis is Executive Director of TRIPOD Captioned Films, a non-profit organization that is partnered with 10 studios and major theater chains to distribute open-captioned, first-run films to deaf and hard of hearing audiences nationwide. Ms. Linke-Ellis has numerous television production credits, including such shows as "ABC News" and "Wheel of Fortune," and she was the former Director of Development for Rosemont Productions. She is past President of the Palo Alto, CA-based D.E.A.F. Foundation, and a former board member of a chapter of the AG Bell Association for the Deaf and the Cochlear Implant Club International. Ken McEldowney is Executive Director of Consumer Action (CA), a San Francisco based consumer advocacy and education membership organization. The current focus of CA is to ensure that the interests of low income and limited English-speaking consumers are protected during this period of deregulation and corporate mergers. CA yearly distributes more than 2 million fact sheets in up to 8 languages through a national network of 6,000 community organizations. Mr. McEldowney represents consumer interests before state and federal regulatory bodies, Congress and the California Legislature. Belinda Nelson is the General Manager for Gila River Telecommunications, Inc. (GRTI). GRTI was established in July 6, 1988 to provide the Gila River Indian Community with telephone service which includes calling plans, Centrex, CLASS and custom calling features. Ms. Nelson is a member of the Pima Tribe of the Gila River Indian Community. In January 1989, Ms. Nelson became the first employee hired by GRTI as an office manager. She has also worked in its accounting office, as a customer service/sales manager, and in human resources. GRTI currently has over 3,600 lines with 8 central offices. Fiber optic cable connects all in a total of 117 miles, with 342 miles of buried copper cable. GRTI is also a 25% owner of the Gila River Cellular General Partnership, serving the Rural Service Area 5 in Arizona.

Shelley Nixon is a junior at Cabrini College in Radnor, PA, where she is studying human services. She is 23 years old and has quadriplegia cerebral palsy. She wants to counsel children with disabilities. She serves on Cabrini’s Disability Awareness Committee and is a performing member and board member of AbleArts – a theater group for people with and without disabilities. Her autobiography, From Where I Sit – Making My Way with Cerebral Palsy, was published by Scholastic Press in 1999. Ms. Nixon lives at home with her parents and has one brother who attends Dartmouth College. She loves people, music, movies and snow skiing. She is also learning how to scuba dive. Ms. Nixon serves on the Committee in her individual capacity.

Kathleen F. O’Reilly is an experienced litigator who has achieved many ratepayer victories that were the first of their kind in the nation. She has served as the head of the Consumer Federation of America and was the on-air Consumer/Legal Correspondent for NBC’s "Today Show," as well as a regular guest on "Good Morning America" and the "MacNeil/Lehrer News Hour." Susan Palmer began work in telecommunications on Pacific Bell’s Advisory Group for People with Disabilities in 1991. In 1994, Ms. Palmer joined Pacific Bell’s Disability Market Group. In 1998, she moved to SBC Wireless to develop strategies to address state and federal consumer related activities. She currently works on consumer and disability related issues for Cingular Wireless LLC. Prior to her work in telecommunications, Ms. Palmer received her master’s degree in interdisciplinary studies in education. Ms. Palmer taught special education and graduate and undergraduate courses at San Francisco State University. She currently serves on advisory committees for the Telecommunications Rehabilitation Engineering Research Center and the Information Technology Technical Assistance and Training Center.

Mr. Poehlman has held several positions with industry and government on access issues as a contractor. During the past 6 years, he has been providing technical assistance as a private consultant dealing with the issues of lowering barriers in access to information and electronic technology for those who are blind or who have limited vision. Mr. Poehlman is a member of The Web Access Initiative’s User Agent Working Group of the World Wide Web Consortium and has been a participant in efforts to develop regulations supporting Section 255 of the Telecommunications Act and Section 508 of the Rehabilitation Act.

Dr. Refugio I. Rochin is the first Director of the Smithsonian Center for Latino Initiatives in Washington, D.C. The Center’s mission is to advance knowledge and understanding of Latino contributions to U.S. history, culture and society. Before joining the Smithsonian in August 1998, Mr. Rochin was a college professor in sociology, agricultural economics and Chicano Studies. He was on the faculty at Michigan State University and became a Professor Emeritus after 23 years at the University of California, Davis. Mr. Rochin is known for his research, lectures, and publications on Latino studies, Hispanic enterprises, human resource economics, and international development. His international experience includes the Peace Corps in Columbia, the Ford Foundation in Pakistan, Bangladesh and Columbia, and consulting in numerous countries. He has served on numerous boards, and is currently on the board of the Inter-University Program for Latino Research and the National Board for Agricultural Research, Extension, Education, and Economics.

Shirley L. Rooker is President of Call For Action, Inc. (CFA), a non-profit consumer helpline that has over 1,000 volunteers in 24 radio and television stations in major cities around the country. She has conducted national consumer education campaigns on a variety of issues including cramming, slamming, frauds targeting small businesses, debit cards, and credit card fraud. In 1990 she installed TTYs in the CFA network. Ms. Rooker also serves as the Director, WTOP Radio Call For Action in Washington, D.C.

Laura Ruby is a Regulatory Program Manager for Microsoft’s Accessible Technology Group where she is responsible for coordinating all of Microsoft’s regulatory efforts that concern making products and services accessible to consumers with disabilities, including Section 255 of the Telecommunications Act, Section 508 of the Rehabilitation Act, the Americans with Disabilities Act, and the closed captioning rules. Ms. Ruby is also chair of ITI’s Accessibility Working Group, serves on Georgia Tech’s Information Technology Advisory Council and has served on various other advisory councils. Prior to her work at Microsoft, Ms. Ruby worked for 10 years at AT&T Wireless Services (AWS), 6 of which were spent as Manager of Law and Government Affairs, where she oversaw all Federal disability related regulatory proceedings and created training programs for various AWS sectors. She holds a bachelor’s degree in social work from Pacific Lutheran University.

Paul W. Schroeder is President of the Alliance for Public Technology and a leader of the International Coalition for Access Engineers and Specialists. He is also Vice President of Governmental Relations for the American Foundation for the Blind (AFB) and Senior Contributing Editor for AFB’s Access World: Technology for Consumers with Visual Impairments. Mr. Schroeder negotiated inclusion of groundbreaking disability access language in the landmark Telecommunications Act of 1996, and served as Vice Chair of the Telecommunications Access Advisory Committee that compiled guidelines for accessible telecommunications equipment. Mr. Schroeder holds a bachelor’s degree in Political Science and International Studies from American University.

Bob Segalman is best known as the Founder of speech-to-speech (STS) telephone relay service. STS utilizes human voicers to enable people with speech disabilities to be understood on the telephone. Mr. Segalman’s primary professional concerns are STS quality of service and outreach issues. Mr. Segalman earned a Ph.D. in social welfare and sociology from the University of Wisconsin in 1972. He is one of very few people with profound cerebral palsy to have earned a Ph.D. He is now a research analyst with the California Department of Rehabilitation. He is married and lives in Sacramento. Mr. Segalman serves on the Committee in his individual capacity.

Jim Tobias has worked on issues concerning accessible technology for more than 25 years, beginning at Berkeley's Center for Independent Living. He worked for 10 years in Bell Labs and Bellcore on accessible telecommunications products and services, and served on the Access Board’s Telecommunications Access Advisory Committee. Since founding his own firm, Inclusive Technologies, in 1995, he has provided technical and market consulting to dozens of mainstream information technology and telecommunications companies.

Micaela Tucker is Team Leader of the Accessibility Project of Nokia Mobile Phones. Ms. Tucker is a co-founder of Nokia's Accessibility Project and the leader of this program since May 2000. Her work includes coordinating research, writing product specifications and advising product creation on accessible design in the U.S., Europe and Japan. During her tenure, Ms. Tucker has led dozens of user studies, engineering seminars and consumer and educator workshops in order to facilitate accessible design. Ms. Tucker holds two bachelor’s degrees from Rice University.

Judy A. Viera is Vice President, Consumer and Regulatory Affairs, at the Wynd Communications Corporation. She is a late-deafened adult who is bilingual and bicultural. Her professional experience has included work in rehabilitation, education and businesses, including telecommunications products and relay services, international sales and marketing. She has traveled independently all over the world, both for business and pleasure. Her primary interests are telecommunications technology and services and sign language transliteration. She is a graduate of Gallaudet University.

Karen Walls is a Senior Staff Associate at TRAC, the Telecommunications Research and Action Center. Andrea Williams is the Assistant General Counsel for the Cellular Telecommunications & Internet Association (CTIA). She is an integral part of CTIA’s Legal Department and Regulatory Policy Group, which develops and advocates the wireless industry’s positions on Federal regulatory issues affecting the growth, availability and access on wireless telecommunications. She has developed expertise on a variety of regulatory policy issues, including access to wireless telecommunications by persons with disabilities, spectrum management, antenna sitting, wireless E9-1-1 services, and customer privacy. She also provides legal counsel to CTIA on intellectual property rights, Internet-related issues, transactional matters, insurance matters, and employment-related issues. Ms. Williams also provides legal support to CTIA’s subsidiaries, the Wireless Foundation and CIBERNET Corporation. She joined CTIA in May 1994 as Staff Counsel.
