The Disability and 
The Communication Access Board of the State of Hawaii supports the proposed rules concerning 
the implementation of video description of video programming. This Board agrees that there 
is a need to stimulate greater availability of video description, while at the same time 
not impose an undue burden on distributors. The limited requirements that are proposed in 
the Notice will insure to all Americans access to video programming. Thank you for the
