SBCA's Government Affairs division monitors policy and legislative activity at both the federal and state level. This includes the U.S. Congress and Executive Branch, the Federal Communications Commission, and other federal agencies along with state activities. Some of the issues David has recently dealt with on behalf of SBCA are Program Access, Northpoint Technology Incorporated's efforts to operate in and obtain DBS spectrum, and State efforts to impose new taxes on DBS subscribers.

Prior to joining SBCA in 2002, David headed congressional affairs efforts at Winstar Communications, Inc. and the Personal Communications Industry Association. Before entering the lobbying field, David served as a Legislative Assistant to Congressman Sam Johnson (R-TX).
