Ed's Division is responsible for the Agency's Telecom Universal Service activities, including advocacy for adequate universal service funding and administration of the USDA Distance Learning and Telemedicine Program. Ed has authored most of USDA's comments to the FCC and states on universal service and other issues of importance to rural telecommunications customers. He has written the RUS inside and outside plant construction contracts, and postloan construction regulations. He recently designed the new RUS Public Television Station Digital Transition Grant program, and is administering that program. He represents the RUS Telecommunications Program on the National Association of Regulatory Utility Commissioners (NARUC) Subcommittee on Telecommunications.

His 33 year career with the Agency includes six years as a telephone field engineer in Louisiana, Arkansas and Texas. He has been a registered professional engineer in electrical engineering since 1976.
