Angela E. Giancarlo - Chief of Staff & Senior Legal Advisor, Wireless & International
Prior to joining Commissioner McDowell in June 2006, Angela Giancarlo was Associate Chief for Spectrum Policy in the Public Safety and Critical Infrastructure Division of the Wireless Telecommunications Bureau. Prior to joining the Commission, she worked in the Washington, DC office of Hogan & Hartson L.L.P., where her primary focus as Senior Associate was advising clients on commercial and private wireless regulation, auction-related transactional matters and strategic planning on spectrum allocations. Ms. Giancarlo has authored several articles on spectrum and technology matters, and is an active member of the Federal Communications Bar Association. She began her career in the congressional office of former U.S. Representative Jack Kemp (R-NY), where she served in a number of capacities over the course of four years. Ms. Giancarlo received a Bachelor of Arts degree in political science from Trinity College in Washington, DC and a Juris Doctor degree from the Columbus School of Law at Catholic University of America.

Rosemary C. Harold - Legal Advisor, Media
Rosemary Harold has worked at the Commission since December 2005, most recently as Deputy Chief of the FCC’s Media Bureau. Before coming to the Commission, she was a partner in the law firm of Wiley Rein and Fielding, LLP, where she represented clients in media regulation and First Amendment matters before the FCC, FTC and FDA, as well as various appellate courts. A frequent writer and speaker on media regulation, Ms. Harold is an adjunct professor in the Communications Law Institute at Catholic University's Columbus School of Law. She also is an active member of the Federal Communications Bar Association Prior to practicing law, Ms. Harold was a professional reporter and editor, with stints at the Miami Herald, C-SPAN and the Reporters Committee for Freedom of the Press. She received her J.D., magna cum laude, from Georgetown University Law Center; her M.A in journalism from the University of Missouri; and her B.A. from the College of William and Mary.

Christine D. Kurth - Policy Director & Wireline Counsel
Before joining the McDowell office, Christine Kurth was Republican Staff Director and General Counsel for the U.S. Senate Committee on Commerce, Science and Transportation and joined the Committee in 2005 as Deputy Staff Director. Prior to joining the Commerce Committee, Ms. Kurth served as Deputy General Counsel for the Senate Committee on Appropriations from 2003 to 2005. She has also served as Counsel to the Senate Committee on Energy and Natural Resources and as Professional Staff Member to the Senate Appropriations Committee. Before her nine years of service on Capitol Hill, Ms. Kurth litigated contempt cases in federal court on behalf of the National Labor Relations Board. She began her legal career as a law clerk to Chief Judge James K. Singleton in the U.S. District Court in Alaska. Ms. Kurth received a Bachelor of Arts degree, magna cum laude, in political science and a Juris Doctor degree, cum laude, from Valparaiso University.

Brigid N. Calamis - Deputy Chief of Staff
Brigid Calamis joined Commissioner McDowell's office in June 2006. Ms. Calamis is office liaison to Capitol Hill and members of the news media. She is responsible for managing the office as well as coordinating all matters related to the Commissioner's schedule and public appearances. She previously served in the government relations and public affairs departments of the National Association of Broadcasters and CompTel, a trade association representing telecommunications entrepreneurs, and provided public affairs support for technology and communications clients at Dittus Communications. Ms. Calamis holds a Bachelor of the Arts degree from Davidson College.

Rafael G. Fernandez - Staff Assistant
Rafael Fernandez is the Staff Assistant for Commissioner McDowell. Among his many duties, Mr. Fernandez greets visitors, and handles meeting requests, invitations and travel arrangements for the office. Before joining the McDowell office in June 2006 as part of the transition team, Mr. Fernandez held various positions at the Commission, including Staff Assistant in the Office of Legislative Affairs and Executive Receptionist for the eighth floor under Chairman Powell.
