By the Chief, Wireless Telecommunications Bureau:
1. To clarify any possible ambiguity in the Second Protective Order, we are making slight
revisions to paragraph 6 of the Second Protective Order and the Acknowledgment of Confidentiality.
Persons who previously signed the Acknowledgment are not required to sign a new one because of this
Order. These revisions clarify that Highly Confidential Documents and Highly Confidential Information
may be reviewed only by Outside Counsel, Outside Consultants, their paralegals, and their employees and
contractors performing clerical or ministerial tasks assisting them in participating in this proceeding. The
revised Second Protective Order is attached to this order.
2. Authority. This order is issued pursuant to sections 4(i), 214 and 310(d) of the
Communications Act of 1934, as amended, 47 U.S.C. 154(i), 214 and 310(d), Section 4 of the
Freedom of Information Act, 5 U.S.C. 552(b)(4), and authority delegated under section 0.291 of the
Commission's rules, 47 C.F.R. 0.291, and is effective upon its adoption.
