petition for rulemaking proposing new rules for universal service high-cost support.1 Specifically, NCTA
proposes that the Commission establish procedures to reduce the amount of universal service high-cost
support provided to carriers in those areas of the country where there is extensive, unsubsidized facilities-
based voice competition and where government subsidies no longer are needed to ensure that service will
be made available to consumers.2 The Wireline Competition Bureau seeks comment on NCTA’s petition.
Pursuant to sections 1.415 and 1.419 of the Commission’s rules, 47 CFR §§ 1.415, 1.419,
interested parties may file comments on or before January 7, 2010 and reply comments on or before
