On December 3, 2009, Cellco Partnership d/b/a Verizon Wireless and its affiliates (Cellco) filed
requests to amend the eligible telecommunications carrier (ETC) designations held by the company in the
name of ALLTEL Communications, Inc. and its affiliated legal entities (Alltel) in the states of Alabama
and North Carolina.1 Cellco also filed a request to amend the ETC designations held by the company in
the name of Alltel and RCC Holdings, Inc., and its affiliated legal entities (RCC) in the commonwealth of
Virginia.2 Cellco stated that, for the purpose of the ETC entities, the pro forma amendments would
complete the previously approved transaction whereby Alltel and RCC became wholly-owned indirect
subsidiaries of Cellco.3 Under the proposed amendment, Alltel’s and RCC’s ETC designations would
reflect Cellco as the designated entity.
Interested parties may file comments on or before January 29, 2010, and reply comments on
or before February 16, 2010. All pleadings are to reference WC Docket No. 09-197. Comments may
be filed using the Commission’s Electronic Comment Filing System (ECFS) or by filing paper copies.4

Paper Filers: Parties who choose to file by paper must file an original and four copies of each
filing. If more than one docket or rulemaking number appears in the caption of this proceeding,
filers must submit two additional copies for each additional docket or rulemaking number.
Filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first-
class or overnight U.S. Postal Service mail. All filings must be addressed to the Commission’s Secretary,
Office of the Secretary, Federal Communications Commission.
Effective December 28, 2009, all hand-delivered or messenger-delivered paper filings for the

This matter shall be treated as a “permit-but-disclose” proceeding in accordance with the
