COMMISSIONER ROBERT M. McDOWELL ANNOUNCES STAFF CHANGE:

ANGELA GIANCARLO, CHIEF OF STAFF, TO LEAVE FCC

Federal Communications Commissioner Robert M. McDowell announced today that his Chief of
Staff, Angela Giancarlo, will step down in February. Erin McGrath, Legal Advisor for media
issues, has acquired the wireless, international and public safety portfolio.
Commissioner McDowell said of the announcement, “As my Chief of Staff, Angela has played
an indispensable role in developing and establishing American communications technology
policies covering the wireless, media and broadband Internet sectors, in addition to international
policy matters. Angela has worked tirelessly on many key proceedings, including: auction and
licensing rules for the 700 MHz spectrum band, media ownership, unlicensed use within the TV
white spaces, public safety spectrum operations, promotion of wireless medical body area
technologies, universal service contribution reform, and countless transactions involving
satellite, media and wireless licenses. Our nation’s communications consumers have benefited
from Angela’s outstanding judgment and substantive expertise, not to mention her boundless
energy throughout her eight years of government service. Our office will miss her strategic
vision, creativity and sense of humor. I wish her every success as she transitions to the next step
in her career.”
Ms. Giancarlo has served as Chief of Staff and Senior Legal Advisor to Commissioner
McDowell since 2007. Prior to joining Commissioner McDowell, she was Associate Chief for
Spectrum Policy in the Public Safety and Critical Infrastructure Division of the Wireless
Telecommunications Bureau. Prior to her service at the Commission, she practiced
telecommunications law in the Washington, D.C. office of Hogan & Hartson L.L.P. (now Hogan
Lovells), where her primary focus was advising clients on commercial and private wireless
regulation, auction-related transactional matters and strategic planning on spectrum allocations.
Ms. Giancarlo is an active member of the Federal Communications Bar Association. She began
her career in the congressional office of former U.S. Representative Jack Kemp (R-NY), serving
in a number of capacities over the course of four years. Ms. Giancarlo received a Bachelor of
Arts degree in political science from Trinity College in Washington, D.C. and a Juris Doctor
degree from the Columbus School of Law at Catholic University of America.
