FCC COMMISSIONER MIGNON L. CLYBURN’S STATEMENT OF SUPPORT FOR

THE INTRODUCTION OF THE BROADBAND ADOPTION ACT

"One-third of Americans do not have access to broadband at home, and many do not subscribe
because they cannot afford it. That is why I am pleased that Representatives Matsui, Waxman, and Eshoo
have introduced the Broadband Adoption Act to provide a means for low-income families to get
connected via the Lifeline program. The Commission reformed and modernized Lifeline last year and
initiated a pilot program for broadband services, so this legislation is welcome guidance for proceeding
with the expansion of the trial.
"The Commission's reforms of Lifeline have led to significant savings—over $200 million, with
an expectation such savings will double this year to $400 million. Expanding broadband service to low-
income consumers would be a boon for the nation with this savings. As one senior executive of a
broadband company recently stated, this really is about fairness. Those who can benefit the most from
high-speed Internet should have the means to purchase it, but when they don't, not only is it not fair, the
negative impact on our society and economy is immeasurable.
"This legislation also directs the FCC to address duplicates and eligibility in the program through
a database. While these solutions are underway, we must do all that we can to expedite their introduction
so that the program is as efficient and effective as possible. I welcome further Congressional input on our
database processes that will improve the Lifeline program, and I wish to thank Representatives Matsui,
Waxman, and Eshoo for their leadership on this issue."
