Dear Mr. Hawk:

The Federal Communications Commission is reviewing AT&T’s applications to acquire T-
Mobile USA.1 In order to assist the Commission in determining whether granting the applications would
serve the public interest,2 we request that you provide detailed data regarding the company’s towers,
according to the instructions specified in Attachment A.3 To the extent that some of the data contains
disaggregated highly sensitive or confidential business information, you may ask that it be treated as
Confidential pursuant to the Protective Order4 or Highly Confidential pursuant to the Second Protective
Order.5 We would appreciate receiving your response no later than August 5, 2011.

Please submit your response to this Information Request in electronic spreadsheet form and state
the date on which it was prepared. The Commission does not require the submission of paper copies at
this time, but reserves the right to require their submission at a later time. If there are certain parameters
or assumptions on which the data are based, please also include such information in the response. If you
later learn that the information you initially file is incomplete or incorrect in some material respect, you
must inform us immediately and provide the Commission with a corrected electronic copy within three
business days.

Please file your response to this Information Request with a cover letter in WT Docket No. 11-65
with Marlene H. Dortch, Secretary, Federal Communications Commission, 445 12th Street, S.W.,
Washington, DC 20554. If you submit confidential or highly confidential information that you wish
protected pursuant to the Protective Order or Second Protective Order issued in this proceeding, you must
file a copy of both the redacted version (one with the confidential information removed) labeled
“Redacted – For Public Inspection” and a copy of the unredacted version labeled “Confidential
Information – Subject to Protective Order in WT Docket No. 11-65 before the Federal Communications
Commission”6 or “Highly Confidential Information – Subject to Second Protective Order in WT Docket
No. 11-65 before the Federal Communications Commission,”7 with the confidential and/or highly
confidential information clearly marked. Please provide an appropriate cover letter for each version. The
redacted version of the electronic copy should be filed using the Commission’s Electronic Comment
Filing System (ECFS). The unredacted confidential or highly confidential version of the filing should not
