By the Commission:  Chairman Genachowski and Commissioner Clyburn issuing separate statements.
1. Pursuant to sections 254(a)(1) and 410 of the Communications Act of 1934, as amended (the 
Act),1 the Commission appoints the Honorable Jessica Rosenworcel, Commissioner of the Federal 
Communications Commission, and the Honorable Ajit Pai, Commissioner of the Federal 
Communications Commission, to serve on the Federal-State Joint Board on Universal Service (Universal 
Service Joint Board) and the Federal-State Joint Board on Jurisdictional Separations (Separations Joint 
Board).  In addition, the Honorable Julius Genachowski, the Honorable Robert McDowell, the Honorable 
Mignon Clyburn, Commissioner Rosenworcel, and Commissioner Pai are members of the Federal-State 
Joint Conference on Advanced Services (Joint Conference) by virtue of their positions on the 
Commission.2 Commissioner Rosenworcel shall further serve as the federal chair of the Universal 
Service Joint Board, the Separations Joint Board, and the Joint Conference.  Her term as federal chair 
shall begin upon adoption of this Order, with the exception of the Joint Conference which shall begin on 
February 8, 2013.  The Commission gratefully acknowledges the contributions of Commissioner Clyburn 
in her service as chair of the Universal Service Joint Board, the Separations Joint Board, and the Joint 
Conference.
2. Henceforth, a copy of all filings in these proceedings shall be served on Commissioners 
Clyburn, Rosenworcel, and Pai at the following addresses:

I want to thank Commissioner Clyburn for over three years of outstanding service as federal chair 
of the Joint Boards on Universal Service and Jurisdictional Separations and the Joint Conference on 
Advanced Services. Since arriving at the FCC, Commissioner Clyburn’s experience on the state Public 
Service Commission in South Carolina has proven invaluable in our collective work, and her background 
made her ideally suited to Chair the Joint Boards and the Joint Conference.
I look forward to the work of Commissioners Rosenworcel and Pai on the Joint Boards and Joint 
Conference, and I commend Commissioner Rosenworcel for stepping up to serve as federal chair. 
Commissioner Rosenworcel’s got a tough act to follow, but I know she’s up to the challenge.

I am pleased to welcome Commissioners Rosenworcel and Pai to the Universal Service Joint 
Board and Separations Joint Board, and I wish Commissioner Rosenworcel the best as federal chair of the 
Universal Service Joint Board, the Separations Joint Board, and the Joint Conference.  My time in that 
capacity was a labor of love, and I look forward to continued service with those individuals who work 
tirelessly to keep our federal and state collaboration running smoothly.
I would also like to pay tribute to Angie Kronenberg, my legal advisor who oversaw all of my 
interaction with the Joint Boards.  Angie’s great counsel and mastery of the issues combined with 
countless memos, long nights, and lots of travel, were of tremendous benefit to the FCC and our state 
allies, and I cannot thank her enough for her contributions.
