Theory of Action

To equip every student with the critical 21st century skills 
needed to be globally competitive, BCPS must ensure that 
every school has an equitable, effective digital learning 
environment. 
All students and teachers will have access to a digital 
learning device and personalized, blended, interactive 
curriculum.

Infrastructure Conversion

o Establishing countywide broadband and wireless network
 In partnership with Baltimore County Government
 Network to include BCPS, libraries, universities, Maryland Public Television, and 
facilities for public safety, health, and emergency management
o 81 schools transformed in 2013‐14
 71 completed as of 4/28/14
o 18 Baltimore County public libraries will join the network
