FOR THE FURTHER NOTICE OF PROPOSED RULEMAKING REGARDING
REVISION OF THE COMMISSION’S PROGRAM ACCESS RULES

On October 5, 2012, the Commission adopted and released a Further Notice of ProposedRulemaking in the Matter of Revision of the Commission’s Program Access Rules (the “Program Access
FNPRM”).1 In the Program Access FNPRM, the Commission seeks comment on revisions to the
program access rules pertaining to buying groups and rebuttable presumptions in program access
complaint proceedings challenging certain exclusive contracts. The Commission set deadlines for filing
comments and reply comments at 30 and 45 days, respectively, after publication of the Program Access
FNPRM in the Federal Register.2
By this Public Notice, the Media Bureau announces that the Program Access FNPRM was
published in the Federal Register today, October 31, 2012.3 Comments must be submitted no later than
November 30, 2012. Reply Comments must be submitted no later than December 17, 2012. Commenters
should follow the filing instructions provided in paragraph 116 of the Program Access FNPRM.4 The
Program Access FNPRM is also available on the Commission’s website.5
